This can be a great tool if you are in a business with multiple types of products or services that are targeted at different demographics. As great as circles are for targeting your audience, be wary of posting to them too often. In Google Plus you have the ability to email select individuals in a circle and provide them with updates. This can be a tricky tool to balance as if you consistently email those in a circle it can be perceived as unwanted spam. Similar to posting on all social media platforms, quality over quantity.
Communities are a very helpful feature for businesses! They are similar to circles, but instead of having to add people personally, you are able to post and see posts by all individuals in a community group. This can make for very large communities and networks all for specific interests. What this does for your business, is it allows you to reach your target audience by simply joining a community and posting in it. You are able to create your own community if one does not exist for your target, but it can take time to build up a following for that community.
